Code Change Summary: New code section on the reconditioning of luminaires.
The National Electrical Manufacturers Association (NEMA) publishes a list of electrical equipment types that can and cannot be reconditioned. When reconditioning electrical equipment, there are many precautions that must be adhered to so that equipment will operate safely with acceptable performance.
Over time, safety standards change or improve to keep up with changing technology or to provide additional measures of safety not previously thought of. A luminaire that was manufactured back in 1950 may be completely different than a luminaire manufactured and certified to the most current safety standard today. Additionally, the NEC® didn’t even require listing of luminaires until the 2008 code cycle.
The NEMA policy on reconditioned equipment places luminaires in the category of items not permitted to be rebuilt or reconditioned. In the 2020 NEC®, this same concept was brought into the NEC® and now, luminaires, lampholders, and retrofit kits are not be permitted to be reconditioned.

N 410.7 Reconditioned Equipment. Luminaires, lampholders, and retrofit kits shall not be permitted to be reconditioned. If a retrofit kit is installed in a luminaire in accordance with the installation instructions, the retrofitted luminaire shall not be considered reconditioned.
