For dwelling units, according to NEC® 210.11(C)(1), at least two 20-ampere small-appliance branch circuits are required for all receptacle outlets specified by 210.52(B). Section 210.52(B) covers all such receptacles installed in the kitchen, pantry, breakfast room, dining room, or similar area of a dwelling unit.

In North Dakota, the rules are a bit different. Refer to the Laws, Rules and Wiring Standards of North Dakota for additional information.
