The NEC® has no requirements when it comes to the minimum number of branch circuits required to serve counter receptacles for kitchens in other than dwellings. For these types of occupancies, receptacles are installed as needed for specific appliances.
In North Dakota, the rules are a bit different for counter receptacles in kitchens that may be used to serve public gatherings at schools, churches, lodges, and similar buildings.
