Code Change Summary: A new code subsection was added to address product listing.

Section 110.3 is all about the examination identification, installation, use, and listing (product certification) of equipment. These are shared responsibilities for the installing electrician, electrical inspector, the national recognized testing laboratory (NRTL) and OSHA who handles the approval process for NRTL’s as part of their third party certification program.

Once equipment has been built and submitted for listing to a NRTL, the certification process begins. The equipment is put through rigorous safety testing to ensure that the end product has met all of the criteria required in the UL standard. After passing all required tests, the equipment manufacturer is given the approval to mark and apply listing labels.

The UL standard for the specific product dictates where the listing labels are permitted to be applied. The applicable UL standard may require some listing labels to be physically placed on the actual product while others can be on the carton, box or wire spool for the product.

The new code subsection provides additional information on those who perform product evaluation and listing as well as their credentials.

2017 Code Language:

N 110.3(C) Listing. Product testing, evaluation, and listing (product certification) shall be performed by recognized qualified electrical testing laboratories and shall be in accordance with applicable product standards recognized as achieving equivalent and effective safety for equipment installed to comply with this Code.

Informational Note: The Occupational Safety and Health Administration (OSHA) recognizes qualified electrical testing laboratories that perform evaluations, testing, and certification of certain products to ensure that they meet the requirements of both the construction and general industry OSHA electrical standards. If the listing (product certification) is done under a qualified electrical testing laboratory program, this listing mark signifies that the tested and certified product complies with the requirements of one or more appropriate product safety test standards.
