Code Change Summary: The NEC® now covers the removal of electrical conductors.
For quite some time, the NEC® has had requirements that address the removal of electrical conductors and equipment but the actual scope of the NEC® has never made mention of it. Below are a few examples:
590.3(D) Removal. Temporary wiring shall be removed immediately upon completion of construction or purpose for which the wiring was installed.
725.25 Abandoned Cables. The accessible portion of abandoned Class 2, Class 3, and PLTC cables shall be removed. Where cables are identified for future use with a tag, the tag shall be of sufficient durability to withstand the environment involved.
Now the scope of the NEC® mentions that the NEC® covers the installation and removal of electrical conductors, equipment, and raceways; signaling and communications conductors, equipment, and raceways; and optical fiber cables and raceways.

(3) Installations of conductors and equipment that connect to the supply of electricity
(4) Installations used by the electric utility, such as office buildings, warehouses, garages, machine shops, and recreational buildings, that are not an integral part of a generating plant, substation, or control center.
