In addition, the former exception has been converted into positive code text and integrated as one of the listed provisions. This approach aligns with Section 2.1.9.1 of the NEC® Style Manual, which directs that exceptions should be avoided and replaced with positively worded requirements whenever possible.
The core intent of the previous code language remains unchanged. The requirement continues to state that raceways must be installed as complete runs between outlets, junctions, or splicing points before conductors or cables are pulled in. However, the list structure now makes it much clearer where special provisions apply and conductors can be pulled before the raceway has been completed. For example, the list specifically allows busways, listed manufactured assemblies in accordance with 604.100, exposed raceways with hinged or removable covers, and prewired assemblies where specifically permitted. It also addresses situations where a raceway may initially be installed without terminating connections at the equipment if necessary to facilitate installation of utilization equipment. Lastly, it allows short sections of raceway to be installed solely for the protection of conductors or cables from physical damage, eliminating the need for those short runs to be continuous between junctions or outlets.
A practical application of item (4) in 300.20(A) illustrates its importance in day-to-day construction. Where required to facilitate the installation of utilization equipment, a raceway is permitted to be initially installed without a terminating connection at the equipment. Consider a commercial grocery store project where checkout station cabinetry and fixtures will arrive late in the construction schedule. An electrician may rough-in a length of flexible metal conduit with conductors extending from the finished wall or floor in anticipation of the equipment’s arrival. Once the checkout counters are delivered and installed, the raceway can then be terminated and the wiring properly connected to the equipment. This allowance ensures that project schedules remain on track, while still maintaining compliance with the NEC®. Without this provision, contractors would be forced either to delay the final wire pull until fixtures arrive or to violate the rule by leaving un-terminated conduit runs with wires hanging out, both of which create unnecessary complications.
It is important to note that while the structure and wording in 300.18(A) have been updated, the technical requirements remain consistent with prior editions. The change does not introduce new allowances or restrictions beyond what was previously permitted in 300.18(A).
