Code Change Summary: Previous requirements for equipment installed in a space with limited access have been expanded.

In the 2014 NEC^®, language was introduced in 424.66(B) to require working space above a suspended ceiling for duct heaters. In the 2017 NEC^®, this language that was specific to only duct heaters was removed from 424.66(B) and relocated to Article 110 where it now applies generally to anything with limited access that may be examined or worked on while energized.

In the 2023 NEC^®, this section was expanded to provide additional clarity for situations where fixed cabinets, walls, or partitions could create an obstacle for the electrician attempting to work on equipment above a suspended ceiling.

Now, the space in front of the enclosure must be unobstructed to the floor by fixed cabinets, walls, or partitions.

Before the code change in 2023, these requirements did not adequately address situations where the required working space for equipment above the ceiling might occur above fixed cabinets, walls, or partitions.

When this happens, it is almost impossible to work in front of the open enclosure from a ladder which creates a safety hazard.

In addition to the above change, the side reach distance in relation to horizontal ceiling “structural members” (such as a main runner of a grid ceiling) is now addressed.

A horizontal ceiling structural member or access panel is permitted to encroach into the required working space for the equipment if the location of weight-bearing structural members does not result in a side reach of more than 6 inches to work within the enclosure.
